Anything like this is necessarily incremental in its construction -- By constant use you gradually become more and more aware of better and better ways to group menu items. (Apparently the author of this function didn't realize there was a fun replace-match that could make his life much easier, because we duplicated the entire logic. Added a great deal of stuff for properly handling process quoting, somewhat modeled on Kirill's original model (which i later threw away). We should now finally have correctly working process arg quoting/dequoting so that the final app gets exactly what we intended. Because the mechanism is in Lisp, it's easily extendible. (For those running bash and running the native version, I tried hard to do what I thought was correct.
